Introduction

We are looking for a Human Resources (HR) director with a versatile profile. A strategist with the ability to translate rapid developments in HR into wishes for the EUR, and at the same time a pragmatic and no-nonsense professional, with the ability to energetically realize projects and plans. In doing so, you never lose sight of the daily business.

The HR department works on the strategic HR policy for the entire EUR, as well as on high-quality operational services to the other services, faculties and institutes for the benefit of the primary process. The department is also working on the further development and implementation of a broad contemporary (digital) HR instrument. The HR department consists of the teams: Advice, Services, Learning & Career Center (LCC), Health, Safety & Wellbeing (HSW) and a small staff (secretariat, HR Strategy and HR Legal) and has approximately 95 employees.

Vision and strategy for the future

In its current strategy ('Creating Positive Societal Impact'), EUR has set out a number of key lines in the HR field, including a focus on career development, leadership development, diversity and sustainability.

The current strategy will be finalized next year and preparations for the new EUR-wide strategy 2025-2030 and strategic plans have started. The plans are the starting point for new initiatives for the coming years, including the field of HR. An important role is reserved for the HR director in close collaboration with the faculties, institutes and services. The development of our employees and organization will continue to occupy a central place in our strategic plans.

In the coming years, the focus for HR will remain on, among other things, the connection HR to the primary processes of education, research and engagement in the faculties, the further implementation of 'Recognition & Reward', and strengthening and securing the quality of the HR services. In addition, the focal points are: the elaboration of the new EUR strategy 2030, strategic personnel planning, leadership development, well-being and social safety, learning & development, sustainability, digitalization and keeping the HR base in good order. The new HR director will also have an explicit role in the major challenges that currently exist with regard to financial management.

EUR's strategic plans should, among other things, lead to:

  • A strong connection between HR and EUR’s primary process: education, research, and engagement;
  • Integration of Recognition & Reward in all HR processes;
  • Good compliance;
  • An effective and future-oriented HR service;
  • Employees who feel connected to EUR and are optimally supported, stimulated and appreciated;
  • The sustainable development of professionals in a social, diverse, inclusive and safe working environment;
  • An even stronger position of our university in the labor market.

As HR director you have a proactive and connecting role within the university and you proactively advise the Executive Board, the faculties and the services. You are ultimately responsible for the HR vision, the formulation and realization of HR policy, innovation and excellent services within the HR domain. You report directly to the Executive Board.

In addition:

  • you directly manage the four department heads within the HR department and a small staff (secretariat, HR Strategy and HR Legal);
  • you are a full strategic partner for the Executive Board and the deans of the faculties, you give them solicited and unsolicited advice and you are responsible for the strategic positioning of HR;
  • you are responsible for optimal services to faculties, services and institutes;
  • you know the dilemmas of operating in a political and changing field and you move skillfully within the tension between central and decentralized at the university;
  • you are responsible for implementing the multi-year plans with associated budgets and the financial management of the HR department;
  • you maintain constructive relationships with colleagues from organizational units and other universities and you are well informed of national developments in the university HR field;
  • you connect and inspire the department with an empathetic eye for employees;

You do this based on both professional knowledge and active involvement in the various faculties, institutes and services. Proven experience in connecting leadership, co-creation and understanding of the academic context, education and research are therefore absolute requirements. Inclusivity is in your DNA.

Job requirements

You are familiar with the university world and have a feeling for complex organizational and managerial processes. With an approachable and connecting attitude, you always put the collective organizational interest first. You are people-oriented and approachable at all levels in the organization.

Experience and background:

  • Completed academic education;
  • Understanding of, and experience with, the academic context and processes, and the challenges these bring when implementing HR policy;
  • Extensive leadership experience in and affinity with a complex and large organization;
  • Experience in the field of Human Resources and experience with change processes and organizational development;
  • Experience with HRM (information) systems, HR analytics and designing effective and efficient HRM processes;
  • Experience with unions and employee participation;
  • Excellent language and writing skills in Dutch and English (both CEFR level C1).

Employment conditions and benefits

We offer you an internationally oriented and varied job in an enthusiastic team, with excellent employment conditions in accordance with the Collective Labor Agreement of Dutch Universities (CAO-NU). We also offer, among other things, 8% vacation allowance, a year-end bonus of 8.3%, a good pension with ABP and a very generous leave scheme of 41 holiday days for a 40-hour working week.

The start date of the position is negotiable. The salary depends on your experience and amounts with a full-time appointment (38 hours) to between € 7,405 and € 9,680 gross per month, scale 16, in accordance with the collective labor agreement. Your place of employment is Campus Woudestein - Rotterdam. The position has a size of 0.8-1.0 FTE. The contract is for a period of 1 year and can be converted into a permanent appointment in case of good performance and unchanged organizational conditions.
