Your Future Role: Key Responsibilities: Develop and implement a detailed annual work plan to enhance cybersecurity ecosystems across the region, providing strategic guidance to align GFCE efforts with regional needs and facilitating the adaptation of GFCE tools to local contexts. Establish and maintain strong relationships with senior officials, cyber professionals, economic and private sector actors across the Western Balkans. Facilitate and chair meetings with the GFCE Informal Western Balkans Group, comprising over 80 professionals, to promote best practices in cyber capacity building at local, regional, and international levels. Oversee the day-to-day operations of regional initiatives, providing leadership and direction to the Senior Outreach Manager and other team members. Manage consultants and coordinate senior-level engagements with Western Balkans cyber stakeholders to ensure cohesive team efforts and project alignment. Ensure effective resource management and project deliverables are met on time and within budget. Oversee the creation and maintenance of mechanisms for secure and regular exchanges of key information on projects, initiatives, and events, including through GFCE Cybil portal. Monitor the progress of activities within the GFCE’s Informal Western Balkans Group, providing regular updates and comprehensive reports to the GFCE Secretariat and relevant stakeholders. Organize and lead key events, including the strategic 2025 Conference for the Western Balkans Group, to consolidate efforts and foster regional cooperation. Prepare and present reports to the GFCE Secretariat and funders, outlining project progress, challenges, and outcomes. Qualifications: An advanced degree in Cyber Security, ICT, International Relations, Public Policy, or a related field, complemented by 10 years of professional experience. This experience should focus on cyber capacity building, project management, or similar fields within multi-stakeholder environments. Proven ability to manage complex projects, including developing work plans and implementing activities that achieve or exceed targeted results. Demonstrated leadership in fostering regional collaborations and building capacity. Familiar with key concepts and policies in cybersecurity and cyber capacity building. Preference for candidates with cybersecurity-related certifications or training. Experienced in working effectively with various levels of donors, government, NGOs, the private sector, and other key stakeholders. Preference for those with experience in developing or implementing donor initiatives, particularly within the Western Balkans. Fluent in English and at least one local language of the Western Balkans, with a preference for candidates who know more than one local language. Must possess strong intercultural communication skills and the ability to engage respectfully and effectively across diverse cultural landscapes. Confident, autonomous, pragmatic, and action-oriented, capable of making informed decisions and leading initiatives effectively. Must be able to operate impartially and maintain unbiased interactions. Keep abreast of cybersecurity trends in the region, including existing and emerging cybersecurity projects, campaigns, or tools being used to combat threats Demonstrates the highest levels of integrity, professionalism, and honesty. Maintains impeccable ethical standards in all professional activities. Strong inter-cultural and inter-ethnic communication skills are crucial. Must be committed to fostering an inclusive atmosphere that respects diverse backgrounds and perspectives, and vigilant in avoiding conflicts of interest. Willing and able to travel within the region to engage with partners and stakeholders. Preference for candidates familiar with USG policies, procedures, regulations, and reporting requirements.
